On June 29th, AmCham HR Committee organized a round table on changes in the Labor Code with the authors of New Labor Code: Mikhail Gasanov and Alexander Navotny.
New Uzbek Labor Code evoked ambiguous reaction from different stakeholders. Based on the international conventions and guided by ILO principles to protect employees it still puts huge pressure on employers. Back 2 years ago about 30% of AmCham HR Committee recommendations were accepted in the first hearings of the Labor Code in the Senate.
During the discussion, the authors of the new Labor Code noted that the emphasis on the exclusion of any kind of discrimination, as well as on the establishment of labor standards in companies, has been strengthened.
Final version approved by Senate of Oliy Majlis comprise of 581 articles. About 90 articles were removed. Still, there are over 90 by – laws valid as an addition to the Code. The Code is expected to take effect in 6 months after it is signed by the President and published.
“One of the main priorities of the New Labor Code should be the establishment of harmonious relations between the employer and the employee, which is impossible without creating conditions that make employees aware of the value of human capital for the company.” – Venera Erzina, Head of AmCham HR Committee, HRD Orient Group.
